While I agree with your underlying conclusion about her, one thing I wanted to say was that other people have experienced similar as what she described and my conclusion was that she based her narrative on other peoples. Things aren't are neat as you describe them, but it seems like most people just aren't aware of the extent of construction and fabrication efforts leading into the parts of "persecution" that you're more familiar with.
Much of what she says does indeed happen, but it appears to largely be a mix of contractors, volunteers and volunteers hoping to become contractors that are responsible more so than the governmental entities themselves. A lot of it is so subtle that you don't really notice it and it wasn't until I had been through it several times that I fully realised what had transpired and then from it realised it wasn't the first time. It's sort of weird to explain, you kinda have to experience it to believe it.
If, and big if here, there is any truth to her background story, it almost certainly has nothing to do with occupy and is more likely to be the result of earlier Wikileaks or Palestinian related issues, both can and do attract some pretty wacky and outlandish responses and entities within both circles have reported similar.
